    The short answer

    Part L Consultant guide prices are £150 to £300 for a single plot or self-build, including design-stage and as-built SAP and the on-construction EPC, and £120 to £200 per plot on small sites of two to ten plots. Larger developments and mixed-use schemes are quoted per scheme, non-domestic SBEM work starts from £350, and extensions and conversions are quoted on the drawings. Every figure is a guide only: a fixed written quote is issued before work starts, and the VAT position is confirmed on that quote.

    What drives the price.

    Dwelling types, stages and revisions

    Part L pricing tracks modelling effort, not mileage. The main driver is how many distinct dwelling types a scheme has: ten identical plots is close to one modelling exercise repeated, while five different house types is five. The second driver is stages — design stage alone, or design stage plus the as-built close-out with the test result, commissioning evidence and the on-construction EPC. The third is revisions: every time the glazing, heating or insulation specification changes, the model has to be rerun. Non-domestic work adds zoning, use classes and building services on top.

    What is included

    • Modelling by an accredited energy assessor using approved software
    • A design-stage output you can issue to Building Control
    • Plain-English notes on where the specification is marginal
    • The as-built calculation and compliance report at completion
    • The on-construction EPC where the project is a new dwelling
    • Direct contact with the assessor doing the work

    What is not included

    • Building Control application fees, which you pay to your chosen body
    • Air tightness testing and commissioning, carried out by test bodies on site
    • Design work — we assess and advise, we do not specify the building for you
    • Products and installation, and any works needed to meet the target

    Why non-domestic and mixed-use work is always quoted

    Non-domestic buildings are modelled in SBEM against a notional building, and the work scales with how the building is divided up: floor areas by use class, thermal zones, lighting, mechanical ventilation, cooling and any renewables. A single shop unit and a multi-storey office with a curtain wall and rooftop plant are not comparable jobs. Mixed-use schemes need both SAP for the dwellings and SBEM for the commercial parts, coordinated so the shared elements are treated consistently. That is why these are quoted on the drawings rather than sold from a list.
